An awareness cum Sensitisation programme on Elderline 14567 was held at Kishtwar today in the VC room of DC office complex Kishtwar.
Meanwhile, Deputy commissioner Kishtwar, Dr. Devansh Yadav also reviewed the functioning of Elderline in District Kishtwar and a series of delibeations were made.
Among others the programme was attended by Addl. SP Rajinder Singh, SDM Chhatroo Inderjeet Singh Parihar,SDM Paddar Dr Rishi Kumar Sharma,SDM Marwah Dr Mohsin Raza, DSWO Zubair Ahmed, Tehsildar Kishtwar Umar Muneeb, TSWOs,and Field Response Leader (FRL) JK Elderline.
Besides all Tehsildars attended the meeting through virtual mode.
Pertinent to mention here that Elderline is an initiative of Ministry of Social Justice and Empowerment Government of India and it is being implemented by HelpAge India in collaboration with department of Social Welfare Government of J&K.The 14567 is helpline number available for elderly and senior citizens from 8am to 8pm, if they need any legal, medical, emotional or any other kind of help.
On this occasion FRL, JK Elderline gave a detailed power point presentation on the functioning of Elderline. He also discussed the role of different stakeholders involved.
Deputy commissioner Kishtwar instructed all SDM’s to identify a room in all the PHCs and designate the same as a temporary shelter place for Senior citizens to be kept till they are shifted to Senior Citizen Home established at District Headquarter Kistwar.
The Deputy commissioner instructed FRL, JK Elderline that inputs should be given to the ministry and this helpline should be made operational for 24*7.
He also assured full support from the District Administration end to the Elderline for its smooth functioning

To review the progress in the implementation of the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) in the district, Deputy Commissioner Kishtwar Dr. Devansh Yadav (IAS) today chaired the meeting of District Level Committee, here.
The meeting was attended by SDM Paddar Dr Rishi Kumar Sharma,DPO Sunil Bhutyal,DSWO Zubair Ahmed,CMO Dr Chander Prakash,Tehsildar Headquarter Chander Shekhar Sharma,DIO/ALC Amit Kumar,District Manager Suman Kapoor; District Coordinator Shagufta Malik, and other representatives.
At the outset, the chair was apprised that 7207 persons out of the targeted 25400 persons have to be covered under the digital literacy mission in the district so far.
The DC asked the District Manager CSC to mobilise the VLEs in the rural areas to cover the eligible persons under the scheme as per the guidelines issued by the government.
He stressed on adopting the target driven approach at each Panchayat so that the district is saturated with this digital/e literacy scheme in a timely manner.
Further, all the concerned Departments were asked to work in a collective and responsible manner and involve local PRIs,ASHAs,AWWs,SHG members ,Youth Clube and designated VLEs to ensure the effective implementation of the e literacy mission in rural areas.
The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) initiated under Digital India Programme aims at promotion of digital literacy in rural areas.

Rains lash plains, snowfall in upper reaches of J&K; Several far-flung areas cutoff in Kashmir_
MeT Says Current Weather To Prevail Today; Gulmarg Coldest In J&K, Leh Shivers At Minus 4.1°C
Srinagar, Nov 14 : Amid rainfall in plains and snow over higher reaches, the meteorological department here said that the same weather was likely to prevail most part of the day.
“Currently, weather is overcast in most parts of J&K with snowfall over higher reaches and rain in plains of J&K. Same weather is likely to prevail most part of the day today,” a meteorological department official said here.
On November 15-18th, he said, the weather is likely to be “partly cloudy.”
He said from 18th November night -19th, light to moderate rain and snow was expected in J&K.
However, he said, there is “no forecast of any major snow spell till November 20th.”
Reports reaching Rising Chenab News that there has been heavy snowfall over higher reaches as a result of which many far-flung areas have been cut from district headquarters.
Among others, Machil, Keran and Karnah in Kupwara have been shut after snowfall of around 1-ft.
Report said that Gurez valley in Bandipora also received more than a foot of snow following which Bandipora-Gurez road has been closed for traffic movement.
They said snow clearance machines have been pressed into service to clear the internal roads of Gurez Valley. Gulmarg, the world famous skiing resort received 14cms of fresh snowfall, officials said.
Meanwhile, he said, Srinagar received 5.9mm of rainfall in last 24 hours till 0830 hours today, Qazigund 2.8mm, Pahalgam 12.2mm, Kupwara 14.4mm, Kokernag 1.0mm, Gulmarg 16.8mm (mainly snowfall), Jammu 11.3mm, Banihal 18.2mm, Batote 23.2mm, Katra 13.0mm, and Bhaderwah 7.2mm.
Regarding the temperature, the MeT official told GNS that Srinagar recorded a low of 3.4°C against 0.8°C on the previous night. The temperature was 2.2°C above normal for the summer capital during this time of the year, he said.
Qazigund recorded a low of 4.5°C against minus 0.2°C on the previous night. The temperature was 3.2°C above normal for the gateway town of Kashmir, he said.
In Pahalgam, the mercury settled at 0.6°C against minus 3.8°C on the previous night and it was 1.8°C above normal for the south Kashmir resort, he said.
Kokernag recorded a low of 4.0°C against 0.9°C on the previous night and it was 0.6°C above normal for the place, he said.
Gulmarg recorded a low of minus 2.4°C against minus 3.6°C on the previous night, the official told GNS. It was 2.1°C below normal for the world famous skiing resort in north Kashmir’s Baramulla district, the official said.
In Kupwara town, the mercury settled at 1.1°C against minus 1.4°C on the previous night, the official said. It was 0.6°C above normal for the north Kashmir place, he said.
Jammu recorded a low of 12.4°C against 10.6°C on the previous night. It was 1.0°C below normal for J&K’s winter capital, he said. Banihal recorded a low of 3.6°C (0.5°C below normal), Batote 3.0°C (3.2°C below normal), Katra 10.6°C (below normal by 0.8°C) and Bhadarwah 4.6°C (above normal by 1.4°C).
_*In Kargil area of Ladakh, he said, the mercury settled at minus 3.0°C, Leh witnessed a low of minus 4.1°C and Drass, the world’s second coldest place after Siberia, recorded minimum of minus 3.5°C.

Training on registration of births & deaths on CRS portal imparted to New Registration Functionaries of District Kishtwar

A Day-long training program on registration of births and deaths on the civil registration system was today organised here for the Registration Functionaries of stakeholder departments in Kishtwar District.
The event was presided over by the District Development Commissioner (DDC) Kishtwar Dr Devansh Yadav IAS.
Among others who remained present on the occasion were Joint Director Planning Mohd Iqbal,SDM Marwah Dr Mohsin Raza,DPO Sunil Bhutyal, District Statistics & Evaluation Officer Akhil Thakur,CMO Kishtwar, Assistant Director,
Directorate of Census Operations J&K Manmeet Singh, Medical Superintendent District Hospital Kishtwar, all Block Development Officers & BMOs, Master Trainers besides field functionaries of Health centres.
At the outset, Assistant Director,
Directorate of Census Operations J&K Manmeet Singh informed that Civil Registration System (CRS) is a single platform for documenting vital incidents of birth, death, still-birth as well as their parameters in a continual, permanent, mandatory, and universal manner.
Detailed deliberations on the future roadmap for shifting to online registration through Web Portal of ORGI (Office of the Registrar General of India) for Registration of Births and Deaths and action required to be taken by the line departments for implementation of the Civil Registration System was held during the training program.
During the course of programme, the duties and responsibilities or each of the Registration functionaries was highlighted.
Emphasis was laid on organising public awareness campaign and steps for shifting to online registration through CRS portal.
Addressing the event, the DDC elucidated the need for implementation of Civil Registration System- Registration of Birth & Death Rules- 2022 in the district and said that the data provided by a thorough and up-to-date CRS is critical for socioeconomic modeling.
He also highlighted the use and purpose of Birth and Death Certificates along with the importance of recording the occurrence and the characteristics of the vital events which is subsequently used to study the demographic profile and other features.
In his address, the DDC underlined the role of local registrars and areas falling within their jurisdiction for issuance of Birth and Death Certificates followed by imparting training to the Master trainers/ participants for switching over to the online Registration of Birth and Death through CRS Portal.
During the question answer session, all the queries of the registration functionaries were satisfactorily answered by Master trainers.
Pertinent to mention that the major change introduced in the registration process is that Block Development Officers (BDOs) have been designated as registrars in Rural Areas instead of SHOs of Police, whereas CMO (District Registrar) and Executive Officers of ULB continue to be the Registration Authorities.
DESO who is designated as Additional District Registrar have been authorised to give permission for delayed registrations after 21 days but within 1year.
