DC Kishtwar discusses post B2V4 Action Plan with Line Departments

stressed for prompt redressal of people’s grievances highlighted and recorded during B2V4

directed all line departments to conduct monthly meetings for discussing the preparation, implementation, execution and review of the Gram Panchayat Development Plan of the respective Panchayat

Deputy Commissioner Kishtwar Dr. Devansh Yadav IAS today chaired the meeting of District and sectoral officers of all line departments and discussed the post Action Plan for the immediate redressal of grievances recorded during Back to Village phase fourth programme in each panchayat of district Kishtwar.

The meeting was attended by Joint Director Planning Mohammad Iqbal, Assistant Commissioner Development Atul Dutt Sharma, District panchayat Officer Kishtwar (Nodal officer B2V4) Sunil Bhutyal, SDM Paddar Dr Rishi Sharma besides District officers.

During the meeting, the threadbare discussion was held on modalities to be adopted by all line department to redress the grievances and demands highlighted in each Panchayats and recorded by Visiting officers during B2V4 pertaining to their respective departments.

The Deputy Commissioner stressed all the heads of line departments to work in collective and collaborative manner to achieve tangible results in the redressal of grievances of people at their door step.

He said that each department shall ensure that every beneficiary at each panchayat is 100 percent saturated with the various welfare schemes pertaining to their Departments.

He stressed upon all line departments to come up with a comprehensive action plan so that the grievances and demands raised by public are redressed at their door step as enshrined under the Back to village phase fourth.

While speaking on the occasion, DC Kishtwar observed that proper follow up of the grievances and demands projected by people during the gram sabhas and outreach programme is the soul of B2V4 programme rolled out by UT govt and it will be instrumental in extending the benefits of various developmental schemes to the tail end effectively.

Referring to the Gram Panchayat Development Plan Deputy Commissioner further stressed that frontline workers viz; Patwaris, Panchayat Secretaries, ICDS Workers, ASHA workers, Forest Guards, REZS, and other grass root functionaries of various Departments viz; Power Development, Jal Shakti, Irrigation & Flood Control, PW(R&B), Health & Family Welfare, Agriculture, Horticulture, Animal Husbandry, Fisheries, Food, Civil Supplies & Consumer Affairs,, Industries & Commerce, Floriculture, Education, Skill Development, Youth, Services & Sports etc. shall meet on first Monday of every month for discussing the preparation, implementation, execution and review of the Gram Panchayat Development Plan of the respective Panchayat.

He informed that Secretary Panchayat concerned shall be the Member Secretary of the said meeting and all Departments shall ensure presence of their representative/front line workers/grass root functionaries in the said meeting without fail.

Budgam Police today produced a chargesheet against following 05 accused persons in a case of terror incident in which one army personal on leave was abducted and murdered at Lokipora Khag Budgam :
1. Athar Illahi Sheikh OGW of LeT (presently lodged in Kot Bilawal Jail ) S/o Ghulam Mohammad Sheikh R/O Lokipora Khag
2. Mohammad Yousuf Dar @Kantroo (LeT Commander, now Killed) S/O Abdul Ghani Dar R/O Cheki Kawoosa Narbal
3. Faisal Hafeez Dar (LeT terrorist now Killed) S/O Hafizullah Dar R/o Aripanthan Magam
4. Hilal Ahmad Sheikh @Hanzullah (LeT terrorist, now Killed) S/o Abdul Hameed Sheikh R/O Shrakwaari Wagoora Baramullah
5. Foreign Terrorist Ghazi Bhai @Pathan Bhai @ Usman Bhai (LeT terrorist at Large)
On 07 March 2022 at around 21:30 hours, Police Station Khag received a complaint about missing of one in-service army soldier on leave of 05 JAKLI namely Mohammad Sameer Malla s/o Mohammad Yaqoob Malla r/o Lokipora Khag & accordingly search of the missing person started.
After 03 days on 10th March 2022, upon specific information, dead body of the missing army personal was recovered who was found buried in a ditch in fields of village Labran Khag. Accordingly a formal Case FIR number 09/2022 U/S 364, 302 IPC was registered in Police Station Khag and investigation was taken up.
During the course of investigation one OGW Ather Illahi Sheikh was apprehended who upon questioning admitted that he along with other 04 accused terrorists of terror outfit Lashkar-e-Toibya abducted Mohammad Sameer Malla on 7th March and they tortured him which resulted in death of Mohammad Sameer Malla in an orchard of Labran village and buried the dead body of the victim in a ditch in nearby field.
Accordingly Ather Illahi Sheikh was arrested.
During investigation/search 03 terrorists involved in the said crime got killed in anti terror operation in Village Malwa kunzar on 21/22 April 2022 whileas one accused serial number 05 Ghazi Bhai @Pathan Pakistan origin terrorist is still at large.
During further investigation and collection of evidences in the case , offences under section 364, 302,392, 201,149 IPC,16,18,19,20,38,39 ULA(P) Act were established against the above 05 accused and the chargesheet to this effect was produced before Hon'ble Court after obtaining the Sanction from the competent authority.
Pertinent to mention that expert opinions were to be obtained from CFSL Chandhigarh due to which producing chargesheet got little bit delay.
