District Administration braces up the preparations for Back to Village phase fourth in Kishtwar

Training-cum-Orientation programme held for visiting Officers

Kishtwar, 26-10-2022:

District Administration Kishtwar has braced up the preparations for the smooth conduct of Back to Village phase fourth in district Kishtwar under the overall supervision of District Development Commissioner Kishtwar Dr Devansh Yadav IAS.

A Training-cum- Orientation programme for Visiting Officers deputed for “Back to Village” programme phase-4th B2V4 starting from 27th October 2022 in the District was today held here at Conference Hall DC Office Complex Kishtwar which was organised by Department of Rural Development and Panchayati Raj Kishtwar under the close supervision of ADDC Kishtwar Sham Lal-JKAS wherein about 70 Visiting officers were sensitised about their role and responsibilities.

During the training programme,ACP Kishtwar/Provincial Master-Trainer Zakir Hussain Wani highlighted the aim and objectives of the ensuing B2V4 programme,besides enlightened that every panchayats shall be assessed by Gazetted officers and each officer shall spend 2 days and 1 night in the alloted Panchayats .

District Master Trainers including ACD Kishtwar Atul Dutt Sharma, DPO Kishtwar Sunil Bhutyal,Senior Lecturer DIET Kishtwar Riaz Ahmed Butt provided important information viz purpose of visit, instructions and guidelines to be followed,Action points during the visit and collection of data under Key deliverables of each department for the successful conduct of the UT flagship programme for officers.

The visiting officers were asked to provide the information in a pre designed format for the allocated Panchayat.

Speaking on the occasion ADDC Kishtwar stressed upon the officers to work with sincerity and dedication to make “Back to Village programme” a grand success by keeping the main focus on issues of public importance.

He impressed upon the Officers to play a pivotal role to strengthen the Panchayati Raj institutions and recording the aspirations of people and finalisation of plans in the Gram Sabhas by involving PRIs and locals.

ADDC asked the Visiting officers to ensure that PRIs and field functionaries are roped in the programme for making B2V4 meaningful.

He asked the officers to access the functionality of Panchayat and also assesses the empowerment of Panchayat. Officers were asked to capture the panchayat and sector wise data under Back to village. He further asked them to hold detailed deliberation in the Gram sabhas about the issues and follow up action taken on Back to village l,ll and IIl the same by the District administration and the various line departments. ADDC said that all the issues raised during B2VI,B2V2 & B2V3 are consolidated and categorized sector wise and Panchayat wise and put in soft term, midterm and long term categories.

Civil, Police & MVD conduct mega checking for traffic rules violation across the district
Directions issued for regular checking, and strict enforcement of traffic rules- DC Doda
Doda Administration, in its efforts to curb the growing number of road accidents, injuries and fatalities and to address the complaints received from the general public today conducted surprise and mega checking of vehicles across the district on all the roads.
The district Administration Doda, under the supervision of Deputy Commissioner Doda Vishesh Paul Mahajan, is committed to instil the road safety a habit for all the commuters. This checking drive is also important as the winter season is arriving during which most of our roads become slippery hence risky for commuters.
Major thurst of todays checking was; Use of cell phone while driving; Triple ridding; Ridding two wheels without helmet; Rash driving; Out of route driving for commercial vehicles; Plying without proper papers and Driving licences.
All the ADMs, SDMs, SDPOs, Tehsildars, SHOs and officers and officials of MVD conducted the surprise checking on NH244 and on all internal roads of the district. A total of 554 vehichle checked, 119
Challaned and 4 vehicles were seized during the day long drive.
The officers also conducted counselling of drivers enroute and sensitised them about safe speed and road safety. They also took stock of nuisance of wrong parking, and roadside encroachments.
DC Doda while speaking on the drive has made it clear that no one shall be allowed to play with the innocent lives of the commons. He said that regular checking shall be a routine henceforth and all the SDMs, Tehsildars, Police officers have been instructed to ensure random checkings and strict enforcement while dealing with the traffic rules violators. He has asked the MVD to ensure proper fitness of passenger vehicles. He asked the authorities to take strict action against wrong parking and roadside encroachments. He also directed the authorities to ensure 100% installation of Speed Governors and GPS on commercial vehicles.
He directed the Traffic Police, MVD, Police, and Revenue authorities to work in close coordination and act tough against traffic rules violators, who cause a lot of inconvenience to common people. He directed the officers to devise an effective mechanism for better traffic regulation especially during winter when most of our roads become slippery and icy.
The DM appealed stakeholders to use civic sense and driving sense for imperative and better traffic management.
